In order to provide continual service and meet the requests of clients, the RMI Maritime Administrator (the “Administrator”) has been providing shipboard plan approvals and inventory of hazardous materials (IHM) survey and certification services. On a case-by-case basis, the Administrator is also offering International Safety Management (ISM) and International Ship and Port Facility Security (ISPS) Code audits, and Maritime Labour Convention, 2006 (MLC, 2006) inspection and certification services including Declaration of Maritime Labour Compliance (DMLC), Part II review and Ship Security Plan approval.
Owners and operators are able to either utilize the Administrator or an International Association of Classification Societies (IACS) member for these services.
IHM Services
The IHM services cover initial, additional, renewal, and final survey requirements in accordance with the Hong Kong International Convention on the Safe and Environmentally Sound Recycling of Ships, 2009 and the European Union Ship Recycling Regulation (EUSRR) 1257/2013. The ship specific IHM, prepared by an Administrator recognized IHM company may be submitted to the Administrator for review, verification, and issuance of the HK Convention certificate and EUSRR statement of compliance. Alternatively, this process can be conducted through any IACS member.
Shipboard Plan Approvals
In accordance with the International Convention for the Prevention of Pollution from Ships (MARPOL), the Administrator’s shipboard plan approval services cover Shipboard Oil Pollution Emergency Plan (SOPEP), Shipboard Marine Pollution Emergency Plan (SMPEP), Ship-to Ship (STS) Operations Plan, Volatile Organic Compounds (VOC) Management Plan, and Crude Oil Washing (COW) Operations and Equipment Plans, as applicable to the specific vessel type and size. In accordance with the Ballast Water Management Convention, the Administrator also reviews and approves the Ballast Water Management Plan (BWMP).
ISM and ISPS Code Audits and MLC, 2006 Inspections
The ISM Code requirements are mandatory under the International Convention for the Safety of Life at Sea (SOLAS). The Administrator considers the ISPS Code to be an extension of the ISM Code under emergency preparedness. As such, emergency preparedness planning for matters of security must be linked to the Safety Management System (SMS) for both the Company and ship. In addition, several RMI regulations implementing the MLC, 2006 are considered essential by the Administrator for an effective SMS and thus an extension of several elements of the ISM Code. The Administrator has been providing owners and operators of RMI-registered vessels with the option to select the Administrator or an IACS member to conduct these activities. Administrator personnel that are trained and certified to conduct these audit and inspection services are strategically located globally.
