Offshore Advisory Group Meets to Discuss Opportunities and Challenges Ahead

The Republic of the Marshall Islands (RMI) Registry held its annual Offshore Advisory Group (OAG) meeting in Houston on 12 November 2025.

The OAG annual meeting is an opportunity to bring stakeholders in marine operations, subject matter experts, and RMI Registry representatives together for active discussion, information sharing, and collaborationAs of 31 October 2025, 504 MOUs and OSVs operate under the jurisdiction of the RMI Registry.

Cosmin Bozenovici, Vice President, Global Offshore (Houston) opened the meeting before overseeing the induction of the 2026 OAG Chairperson, Peter Griffiths, Senior Manager- Global Marine Operations, from Transocean Offshore. Peter was inducted by Thomas Payne, Product Training Manager ICON DP System, from Thrustmaster of Texas, who served in the role since 2022.

Following remarks from Peter Griffiths, Cosmin provided an RMI Registry update on fleet performance and operational highlights. Guest speaker Cinnamon Edralin, Americas Research Director, from RigLogix-Westwood, presented insights on mobile offshore drilling unit (MODU), floating production, storage, and offloading (FPSO), and offshore support vessel markets.

Other IRI speakers included Captain Luiz Freitas, Regional Director, South America (Rio de Janeiro); and Stephen Manning, Deputy Fleet Operations Manager, Offshore (Houston) who presented on the South American market, developments in inspection and fleet operations, and regulatory matters.

The 2025 annual meeting was held in a more informal environment allowing for an engaging strategic discussion surrounding regulatory and technical challenges faced by the offshore industry.
