Coalition Building for Safer Vessel Operation

The Republic of the Marshall Islands (RMI) Maritime Administrator (the “Administrator”) investigates all marine casualties and marine incidents, compiles data for analysis, drafts  Marine Safety Advisories, and publishes findings of very serious marine casualty investigations. These findings have historically influenced both regulatory and non-regulatory safety guidance.

The Administrator’s commitment to safety extends beyond the RMI fleet and regulatory bodies through active participation in industry groups and non-governmental organizations. Earlier this year, International Registries, Inc. and its affiliates (IRI), which provide administrative and technical support to the RMI Registry, participated in the spring 2026 meeting of Together in Safety. Together in Safety is a non-regulatory industry consortium of more than 30 members including global shipping industry bodies, shipping companies, insurance companies, Classification Societies, and service providers. Founded by Dr. Grahaeme Henderson in 2019, Together in Safety serves as a united force for leveraging combined safety experiences, learnings, and leadership toward a zero-incident future. The consortium meets biannually to develop resources, share proven tools, and improve safety performance across the industry.

“The Administrator’s internal investigative work provides us with unique and valuable access to leading casualty related data,” said Tom Jenkins, Senior Vice President, Investigations, who represented IRI at the April 2026 Together in Safety meeting. “Combined with insights from Together in Safety members, this information supports the development of safety initiatives that provide the industry with practical, up-to-date guidance for operating vessels safely in today’s environment.”

Together in Safety’s top-down approach provides industry resources for leadership, incident prevention, and seafarer welfare to support maritime operations across the sector. Developed using lessons learned from real-world events, the coalition’s ten Golden Safety Rules are everyday actions designed to reduce the risk of serious injury or fatalities at sea.

“The RMI Registry values external collaboration to ensure that lessons learned from a marine casualty or marine incident are shared to help prevent future occurrences. Through the ongoing work of Together in Safety, and its developed resources, a real shift in safety performance can be achieved throughout the industry from the top-down,” Tom noted. “We’re fortunate to be able to contribute to the coalition’s work. I encourage industry stakeholders to engage with the resources provided to enhance and build upon existing frameworks to improve safety on board,” he concluded.
