Patrick Horan

Deputy Fleet Operations Manager, Vice President Ship Cybersecurity

Mr. Horan joined IRI’s Baltimore office in July 2015 as a Senior Flag State Specialist and was promoted to Deputy Fleet Operations Manager for the Americas in February 2017. In October 2018 he relocated to the Long Beach office. In April 2021, while still holding the title of Deputy Fleet Operations Manager, he was promoted to Vice President Ship Cybersecurity. Mr. Horan serves as a key member of the management team responsible for North and South American operations directing all activities for vessel inspections and audits ensuring compliance with all international, national, and local regulations. Mr. Horan served 11 years in the USCG prior to joining IRI. During his tenure with the USCG, Mr. Horan served as a Marine Inspector, PSC Officer, and process auditor. He led over 250 inspections on foreign-flagged freight vessels, passenger vessels, and tank ships, identifying deficiencies leading to corrections of critical shipboard machinery and systems. He attended over 400 cruise ship Certificate of Compliance exams and marine casualty responses, and successfully monitored over 350 annual cruise ship arrivals for compliance with the USCG Certificate of Compliance scheduling, arrival criteria, and marine casualties. As a current member of the USCG Reserve in Alameda, CA, he participates in the design and deployment of exercises for Pacific area units to ensure operational readiness for response to large-scale emergency and pollution incidents. Mr. Horan received a Bachelor of Business Administration degree from the University of Alaska Southeast and received a Master of Engineering in Cybersecurity Policy and Compliance at The George Washington University.
