Mr. Okamoto joined IRI in 2007 as Representative of the Tokyo office and in May 2023 he became Senior Advisor. In this capacity, he is authorized to act on the Registry’s behalf in connection with the registration and documentation of vessels, the recordation of ship mortgage instruments in relation thereto, and the authentication and verification of marine documents and certificates and most importantly, to provide timely technical support including issuance of provisional seafarer certificates, exemption certificates and crew dispensation. Mr. Okamoto has had an extensive career in the maritime industry that includes substantial work in shipbuilding and design. As the former President of Marine Bureau, Inc. (MBI), he has initiated many proactive safety and security policies and regulations during his tenure and is a consultant to the Japanese Shipowners Panamanian Fleet Operation. Mr. Okamoto’s previous experience includes assignments as a Surveyor for Lloyd’s Register where he gained practical and regional office expertise, including the parameters of ship design approval. He also has comprehensive knowledge of IMO and the ILO conventions.
