MG-2-13-7 European Union System for Monitoring Reporting and Verification and International Maritime Organization Data Collection Schemes for Carbon Dioxide Emissions from Vessels NEW 08/2017

The Republic of the Marshall Islands (RMI) Maritime Administrator (the “Administrator”) developed this document as guidance for complying with both: (1) the regional European Union (EU) system for Monitoring, Reporting, and Verification (MRV) and the (2) global International Maritime Organization (IMO) data collection regime for carbon dioxide (CO2) emissions from vessels. Despite some overlap, these two (2) data collection schemes are not as yet harmonized, have different start dates, require different recording parameters - including for distance travelled, and will run parallel, at least for some limited time. The European Commission, however, has proposed, that once the legal framework for the IMO global data collection scheme (DCS) is established, an amendment be made to the EU MRV Regulation to achieve alignment with the international global scheme. The results of the deliberations at the IMO Marine Environment Protection Committee 71 meeting (3-7 July 2017) were critical but positive.

While efforts continue to seek this alignment, it is important that shipowners trading to EU ports be prepared if this does not occur before the first action date in the EU MRV program. Should this alignment occur, this Marine Guideline will be upgraded to a Marine Notice to provide the necessary requirements.

The Republic of the Marshall Islands (RMI) Maritime Administrator (the “Administrator”) has developed this document to provide guidance for complying with the requirements for ballast water management (BWM), prior to the entry into force of the International Convention for the Control and Management of Ships’ Ballast Water & Sediments (“BWM Convention” or “Convention”). It is intended to bridge the gap between RMI Marine Notice 2-014-1 which was promulgated in 2009 and recent decisions taken on the subject by the International Maritime Organization (IMO). It also provides an update to the United States (U.S.) ballast water management requirements and addresses coastal State initiatives in general. It should be noted that a new Marine Notice to supersede Marine Notice 2-014-1 cannot be promulgated by the Administrator until such time as final decisions are taken at the IMO.
