This Marine Guideline amplifies the notification and reporting requirements contained in the Maritime Regulations (MI-108) and in section 3.0 of the Rules for Marine Investigations (MI-260). It does not include reporting requirements for piracy (successful or attempted) and armed robbery (MN-2-011-31), stowaways (MG-7-41-5) or MARPOL contraventions, such as low sulphur fuel oil reporting requirements (MN-2-013-8) and inadequate reception facilities (MN-2-014-2). Reporting requirements for these are contained in the documents indentified in parentheses.

Issued as of 3/13, this Guideline advises all shipowners, operators, seafarers, agents and recognized organizations of the provisions to be contained in a Seafarer Employment Agreement (SEA) as stipulated under the Maritime Labour Convention, 2006 (MLC, 2006) and the Republic of the Marshall Islands (RMI) Maritime Act and Regulations. These guidelines do not preclude the shipowner/operator from demonstrating an equivalent or higher standard as evidence of compliance, or incorporating any applicable collective bargaining agreement
