  The purpose of this Guideline is to recommend that Marshall Islands flag vessel owners and operators who operate or plan to operate in New York waters and are subject to the United States Environmental Protection Agency’s Vessel General Permit (VGP) for Discharges Incidental to the Normal Operation of a Vessel (see Marine Notice 2-011-30) file for an extension of the implementation date for compliance with the State of New York’s ballast water treatment system requirements (see Condition 2 of reference (a) of Notice or as attached in Appendix 1 of Notice).
