IRI's Marine Safety administers the Marshall Islands' marine safety and environmental protection program.

Marine Safety is responsible for:

  • Pre-registration evaluation of vessels over 15 years of age,
  • Coordination and evaluation of safety inspections, and
  • ISM Code compliance and oversight.

PRE-REGISTRATION EVALUATION OF VESSELS OVER 15 YEARS OF AGE

All vessels over 15 years of age require evaluation by the Marine Safety Division before registration is permitted. Owners are required to provide, at a minimum, copies of the last surveys conducted on the vessel by its classification society. In addition the vessel and its managers are researched via the Internet to ensure the history of each is acceptable to the administration.

COORDINATION AND EVALUATION OF SAFETY INSPECTIONS

All Marshall Islands' vessels over 400 gross tons are required to undergo an annual safety inspection. In addition, safety inspections are also conducted:

  • within 30 days of registration,
  • after substantial structural alterations, and
  • at the end of lay-up periods in excess of six months.

These inspections are normally the responsibility of the vessel's owner or operator to arrange with Marine Safety by fax, email, or telephone.

Special Inspections may also be carried out when a vessel has been:

  • involved in a grounding, collision, or pollution incident,
  • detained, or
  • determined to have extensive deficiencies as discovered by our Nautical Inspectors or the vessel's Classification Society.

Nautical Inspectors can now access the Nautical Inspector's Guidelines through this site.

Check our VESSEL DATABASE for the latest inspection information. This database is only updated weekly, therefore Nautical Inspectors should heed the following note before performing inspections.

NOTE TO NAUTICAL INSPECTORS: Please contact Marine Safety in our Reston office (ph: 703-620-4880; fax: 703-476-8522; e-mail: inspections@register-iri.com) for final verification of inspection dates before proceeding with an inspection.

If a Nautical Inspector finds that a Marshall Islands vessel in need of inspection is coming into his area, he should contact Marine Safety at once and arrange an inspection.

ISM CODE COMPLIANCE AND OVERSIGHT

Marine Safety is also the focal point for the ISM Code and its implementation throughout the Marshall Islands fleet. Major Classification Societies serve as Recognized Organizations for development and implementation of ISM Code programs.

Owners are required to submit a Declaration of Company (MI-297A) and a Declaration of Designated Person (MI-297B) to Marine Safety to satisfy both the requirements of the ISM Code and Marshall Islands Regulations.

ISM Code certificates and contact information are entered into databases to ensure prompt and proper notification is made to handle most any situation involving the subject vessel.

Marine Safety conducts oversight of ISM Code Companies, vessels and Recognized Organizations through the use of qualified auditors on staff or on contract. Presently, qualified auditors are available in Reston, London, Greece, Hong Kong and other key locations.

The Republic of the Marshall Islands has a strong belief in the potential for combating substandard vessels through the proper implementation of the ISM Code.

The Maritime Operations Department, of which Marine Safety is a part, is ISO 9002 certified.
