EXECUTIVE OFFICERS

Florigio A. "Tony" Guida
Managing Partner

Mr. Guida has been affiliated with the IRI group of companies since 1969 when he served as Vice President and Treasurer for the International Bank in Washington, D.C. which merged with USLICO Corporation, IRI's parent company. From 1986 to 1988, Mr. Guida was Vice President of USLICO. In 1988, he became the President of Administrative Control Services, Inc. which administers the billing and administrative functions for our maritime and corporate service group of companies. Mr. Guida is a Certified Public Accountant qualified in both the District of Columbia and the State of Florida. He earned his B.S. in Business Administration from Villanova University. Mr. Guida served at sea as a U.S. Navy line officer.

Guy E. C. "Clay" Maitland, Esq.
Managing Partner

Mr. Maitland joined the IRI group of companies in 1976. He has been a member of the Legal Committee for the International Maritime Organization (U.N.), London since 1980. He co-founded the Admiralty/Finance Forum and played a major role in developing the bareboat registration provision of the 1993 International Convention of Maritime Liens and Mortgages. He is a member of the Bars of New York, District of Columbia, and the United States Supreme Court. He served as Chairman of the New York Bar's Admiralty Law Committee from 1982 to 1985, and as Chairman of the U.S. Maritime Law Association's Committee on Intergovernmental Organizations from 1987-1995. In addition to being a member of the American Bureau of Shipping and the National Cargo Bureau, Inc., Mr. Maitland serves as Chairman of the International Advisory Board for the AMISTAD Foundation, as well as for the North American Maritime Ministries Association. He earned his B.A. from Columbia University and his J.D. from New York Law School and was awarded an honorary Doctorate in Letters (LLD) from the State University of New York Maritime College (Fort Schuyler) in 2007. Mr. Maitland was inducted into the International Maritime Hall of Fame in May 1999.

William R."Bill" Gallagher, Esq.
President

Mr. Gallagher, formerly IRI's General Counsel, was promoted to President in January 2000. Since joining IRI's legal staff in 1991, he has worked closely with the Marshall Islands government and legislative agenda. Although he has traveled around the globe meeting clients and speaking at corporate and maritime seminars, Mr. Gallagher has been most instrumental in working with the Far East clientele. Prior to joining IRI he specialized in Legal Compliance in the securities industry. He has served as an intern in the United States Senate receiving an award as Intern of the Year and in the German Bundestag, where he enhanced his proficiency in the German language and political culture. Mr. Gallagher received his B.A. from Indiana University of Pennsylvania and his M.A. in International Relations from the University of Maryland. He earned his J.D. at the University of Baltimore School of Law and is a member of the Maryland State Bar.

Melissa A. Hurst, Esq.
Vice President & General Counsel

A member of IRI's Legal Department since May 1994, Ms. Hurst was appointed General Counsel in January 2000. In addition to her legal duties, she is the marketing specialist for Europe and the Middle East. Ms. Hurst is also a featured speaker in IRI Corporate Seminars. Prior to joining IRI she worked with the District of Columbia Law Students in Court Clinical Program, as a law clerk in the Office for Civil Rights Department of the U.S. Department of Education, and as a judicial intern for a U.S. District Court Judge. She also served as an intern in the Office of the Vice President of the United States. Ms. Hurst earned her B.A., Summa Cum Laude from the University of Maryland and her J.D. from The George Washington University National Law Center in Washington, D.C. She is a member of the District of Columbia and Maryland State Bars.
